History
Organization consists of more than 110 people and 27 affiliated
societies on the territory of Republic of Tatarstan
The Organization was officially registered on February 1996.
From 1992 to 1996 the Organization had been realizing its tasks
by the TV program "Phantom" on the independent TV Company "Efir" and
with the support of Association of cinematographists of Republic of
Tatarstan.
Organization includes the free legal consultation, which helps to
over 200 people per month.
From 1996 to 1998 Committee had been organized 32 public
investigations, representatives of Committee as public observers
took part in 40 suits, prepared 25 appeals on the facts of
infringements of human rights in different state and public Russian
and international institutes.
Organization works over the composition and distributing of
independent reports about the situation of human rights, appearance
in mass media, carrying out the seminars and conferences,
investigations of human rights infringements, realization of free
legal consultations and sociological researches.
Organization uses not traditional forms: carring out of
celebrations and concerts for insanes, orphans, realization of
original trainings for non-governmental institutions.
Special attention of Organization is devoted to the problems of
human rights, especially of rights of women, children, insanes,
confined people, invalids and pensioners, to the problems of word
freedom and ecological situation in national regions of Russia.
Members of the Organization, having the journalist experience,
regularly take part in the activities of Russian and foreign mass
media. Organization has the following publications: brochure
"Tatarstan: illegal arrest", for the first time published the real
situation of human rights in this republic (1996). In 1997 was
published the first report about the human rights in Republic of
Tatarstan "Tatarstan: the monitoring of human rights", in 1998 was
published the research "The development of non-governmental humans
rights defense organizations of national republics of Russia". In
1998 Organization was included to the project "Monitoring of humans
rights in Russia". In the sphere of human rights and word freedom
propagation Organization realized the number of educational seminars
and trainings.
In October 1996 Organization has taken part in carrying out of
Europe Council seminar in the city of Kazan. It's task concerned the
implementation of Europe Convention on the human rights. In May 1997
under the initiative of Organization and International Helsinki
Group with the support of Westminster Fund (Great Britain) in Kazan
The Second International Human Rights Protection Seminar has been
organized, devoted to the relatives of the non-governmental
organizations and the authorities. After the seminar Organization
became the initiator of the creation of the Association of human
rights protecting organizations of Republic of Tatarstan.
In June 1997 the representatives of Organization visited the
Management of Europe Council of human rights in Strasbourg, where
the meetings with specialists of committees and managements of
Europe Council have been passed.
There the questions of human rights monitoring in Republic of
Tatarstan, of protection of word and informational freedom,
cooperation of authorities and human rights protecting
organizations, of creation of commission on human rights of the
President of Republic of Tatarstan, of forming an independent report
of Committee for the protection of human rights in Tatarstan about
the situation of human rights in Tatarstan.
Subsequently vice-president of Committee for the protection of
human rights in Tatarstan F.Manasipov took part in seminar on
problems of word freedom in Bern. In 1998 the experts of Committee
for the protection of human rights in Tatarstan were invited by the
Polish Helsinki Committee and Warsaw school of the human rights for
participation in training on monitoring of human rights.
In November 25, 1997 the representatives of Committee for the
protection of human rights in Tatarstan by the invitation of
Ministry of Foreign Affairs of Russian Federation have taken part in
work of seminar "Russian Federation and European social charter",
organized within the framework of cooperation of Russia and Europe
Council.
In December 9, 1997 Committee for the protection of human rights
in Tatarstan with the support of European Union (Democratic program
"Tasis") in Cheboksar has organized seminar "Development of
non-governmental organizations for protection of human rights in
former national autonomies of USSR", in which have taken part the
President of Chuvash Republic N. Fedorov, the representatives of
legislative, executive and judicial authority of Chuvash Republic,
leaders non-governmental organizations for protection of human
rights of the following republics: Tatarstan, Bashkortostan, Komi,
Mari El and Chuvashia. Final seminar on this task has passed on
April 20, 1998 in Kazan. As a result of these seminars was created
the Association of human rights of national republics of Russian
Federation. As the chairman of Association was elected Dmitry
Vokhmianin (Tatarstan), as the vice-chairmen - F.Manasipov
(Tatarstan), O.Pavlov (Chuvash Republic), N.Didaeva (Bashkortostan),
as the executive director - N.Husnutdinov (Chuvash Republic), as the
secretary - S.Knyazkin (Tatarstan).
In January, 1998 The fund "National Endowment for Democracy"
supported the project of Committee for the protection of human
rights in Tatarstan, devoted to monitoring of the human rights, to
development of non-governmental sector on defense of human rights,
to creation of civil institutes of human rights defense in
Tatarstan. Within the framework of these projects the proposals for
the administrative bill of Republic of Tatarstan about the ombudsman
in Republic of Tatarstan were developed. Now Organization actively
works on the translation on the tatar language of the international
conventions in the field of the human rights, on creation the
Coordination and enlightening center of human rights protecting
organization in Republics of Tatarstan, Mari El and Chuvash
Republic.
In June 1998 the project of Committee, devoted to propagation of
the European Convention on the human rights within the territory of
Tatarstan and Europe Council maintained translation of the
Convention on the tatar language.
In June 26, 1998 at support of Europe Council in the town of
Bulgar seminar was carried out in which the representatives of
Management of Europe Council on human rights, Moscow Helsinki Group,
State Council of Republic of Tatarstan, non-governmental human
rights protecting organizations and mass media of Republic of
Tatarstan has taken part.
Within the framework of the proposal of the experts of Management
of the Supreme UN Commissioner on human rights and with the support
of State Council of Republic of Tatarstan Organization has organized
translation of the Universal Declaration of the human rights on the
tatar language. In the same year the project "Tatarstan: monitoring
of the legislation" was maintained by fund "Eurasia" (USA). Within
the framework of this project a database of the acts of Republic of
Tatarstan in sphere of human rights and the analysis of the laws and
administrative bills of Republic of Tatarstan on conformity to norms
of the international and federal law were carried out.
In December 3-4, 1998 together with State Council of Republic of
Tatarstan, Association of assistance to UN in Republic of Tatarstan,
faculty of law of Kazan State University Organization has carried
out a conference, devoted to 50th anniversary of the Universal
Declaration of the human rights. At the conference the
representatives of public organizations of the regions of Volga
River district, Parliament center, Europe Council, Red Cross, of
bodies of state authority and scientists from number of republics,
territories and areas of Russia have taken part.
January, 1999 the fund: "National endowment of democracy" (USA)
has supported the new project, devoted to a technique of preparation
of the individual petitions on the facts of human rights
infringements to the international organizations. Also by Institute
"Open society" was maintained the project, devoted to monitoring of
mass media in Republic of Tatarstan.
In March 1999 Organization has been assisted by British
Foundation "BEARR Trust" in realization of seminar-training
"Noncommercial organizations, bodies of state authority and mass
media: informational interaction".
May, 1999 the work above a site of Committee for Human Rights
Protection of Tatarstan Republic has began (http://humrights.mi.ru).
In July 1999 the fund KNOW HOW, BEARR Trust and our organization
have organized competition of the mini-grants for non-governmental
organizations of Tatarstan Republic, in which the organizations of
women, children, physically handicapped human rights defense
trade-union and noncommercial organizations have taken part.
In August 1999 our Organization has concluded the contract about
social partnership with Administration of Zelenodolsk area and city
Zelenodolsk in sphere of propagation of the human rights and legal
help to the population.
